One of the biggest pain points for Indian Railways is that the nature of works ranges from jungle clearance to new cable laying and piling works involving heavy drilling. Many piling activities in third-line, Work resulted in a bunch of signalling cables underneath the ground getting cut and the restoration was prolonged due to poor accessibility to the cut cables under the ground.
